To work on analysis of budget planning and operation.

To assess the impact of changes in the demand for organisation services 

 

The incumbent must apply a wide range of qualitative and/or quantitative methods creatively for the

assessment and improvement of management processes and systems.

Participating in the full range of management responsibilities of the full budget cycle

(planning, formulation, presentation, and execution) in assigned areas; examining and evaluating resource requests and

analyzing for consistency with organisation goals, objectives, and policies

Coordinating the financial implications of personnel

planning; developing and presenting supplemental appropriations requests and reprogramming notifications; managing special studies

with resource implications and recommending solutions or approaches to the issues or problems.

 

Budget Formulation and Presentation: reviewing budget requests of assigned bureaus, including program content, executability,

relationship to other programs, and making recommendations for funding changes based on merit and competing demands;

providing input for cross-cutting analyses and issue papers; preparing statistical tables, spreadsheets, and narrative justifications

in support of budget presentations to senior leadership;

preparing budget back-up materials for;

assisting in recommending presentation and justification strategies consistent with the organisation

goals, and objectives throughout the budget cycle;

incorporating revisions to those budgets;


Providing expert guidance to managemenbt regarding all requirements throughout the full cycle of budget planning and presentation; recommending ways to strengthen budget justifications

and the formulation and presentation processes; working to resolve complex budgetary and financial problems at the appropriate level.


Knowledge, Skills and Abilities-Analyst job description

GS-06: 52 weeks of specialized experience equivalent to the GS-05

level in the Federal Service

GS-07: 52 weeks of specialized experience equivalent to the GS-06

level in the Federal Service


Typing Proficiency:

Candidates must indicate typing proficiency on their applications. Applicants must be certified to type a minimum of 40

words per

minute.

1) SF-50, "Notification of Personnel Action", showing a position held with office automation (OA) skills within the last three (3) years; or

2) Copy of signed test results showing speed (wpm) and the

number of errors, dated within the last three (3) years. Test results

must be issued by and Office of Personnel Management authorized

organization to include local unemployment offices; or

3) Self certify by indicating typing speed on application

BASIC REQUIREMENTS:

Typing Proficiency Requirement:

This position requires a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or

fewer errors).

Office Automation Proficiency Requirement:

Knowledge of office

automation hardware, software and other devices for improving the

efficiency of operations.

You must have experience or training using word processors, microcomputers, or computer terminals.

You also need to have

experience using a standard typewriter-style keyboard with additional function keys and you must have skill in operating related

equipment such as printers and modems. You must also have performed work using office automation systems, software, practices and

procedures.

Some examples of office automation software include electronic spreadsheet, database management, desktop publishing,

calendar, and electronic mail.
