Director Information Technology Job Description

To direct, manage, supervise, and coordinate the programs and activities of the applications and networks services within the organisation; and to coordinate assigned activities with other units, divisions, and outside agencies; and to provide highly responsible and complex administrative support to higher level management staff.

Responsible for day-to-day operations for all computer applications, network support, and services and activities of the Information Technology Division.
Participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend within unit policy, appropriate service and staffing levels.
Plan, direct, coordinate and review the work plan for assigned staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
Provide assistance to other divisions and departments on changes, new applications and related issues; review and evaluate requests for new services, hardware and software.

Assist in reviewing, investigating, evaluating, and selecting new technologies for current and future business needs including computer systems equipment, hardware and software; ensure that all technology complies with the standards and strategic direction.

Prepare service, equipment and software bid requests; develop requests for proposals; write specifications; evaluate received bids, monitor performance of equipment and contracted services to ensure compliance with standards.

Select, train, motivate and evaluate Information Technology Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Participate in the development of the Information Technology Division budget; forecast additional funds needed.
Coordinate service activities with those of other divisions and outside agencies and organizations; provide staff assistance to the Executive Director of Information Technology; prepare and present staff reports and other necessary correspondence.
Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Information Technology.

Respond to and resolve difficult and sensitive inquiries and complaints.
Must demonstrate attendance sufficient to complete the duties of the position as required.
Perform related duties similar to the above in scope and impact as required.

Operational characteristics, services and activities of a comprehensive data services/network center.
Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
Concepts, principles, practices and operational characteristics of emerging technology in assigned area of responsibility.
Methods and techniques of contract negotiation and administration.
Methods and techniques of hardware and software installation.
Local and wide area network concepts and operating systems.
Modern and complex principles and practices of program development and administration.
Modern and complex principles and practices of Information Technology.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Six years of increasingly responsible application programming and/or systems analysis experience including two years of systems analysis and design responsibilities.
Training:
Equivalent to a Master's degree from an accredited college or university with major course work in computer science, business or public administration or a related field.
