• To Lead within a Child Health Team and line manage Community Staff Nurses, Community Nursery Nurses and Support Staff and to coordinate and delegate work as appropriate.
• To identify and assess any children and families in need, and to work in partnership with Primary Care, Children’s Centres, Children’s Services, Voluntary Sector and any other appropriate agencies, to deliver integrated programmes of care, using the Common Assessment Framework where appropriate. (Every Child Matters, DOH, 2004)
• Work within the Children’s Board (4lscb Aug 2008) policy and procedures, (Jan 2008) prioritising attendance at Case Conferences, reviews and planning meetings. To be responsible for the provision of case conference reports and court reports as required, contributing to safeguarding of all children.
• To lead the delivery of the Child Health Promotion Programme within the team (CHPP DOH 2008) using evidence based practice, Framework for Assessment (DOH 2002) and Guidelines for the Assessment of Children and Families and Vulnerability Criteria
• To provide a continuum of support according to need, improving outcomes for children by reducing health inequalities, supporting the national strategy set out in the Children’s Plan (DCSF 2007)
• To be aware of the Key Performance Indicators for the Children’s Division and focus service delivery towards their achievement. (Children’s Business Unit Plan 2008)
The Health Visitor will be expected to:
• Support the Locality Manager in leading change within the Child Health Team
• Promote and support an effective team ethos through the use of excellent communication skills, in order that team objectives are understood and achieved.
• Understand the key priorities for Children’s Health Services
• To directly manage members of the team and associated resources, and agree with them performance objectives to reflect both local and national strategies and priorities. Ensuring they have access to regular management, safeguarding and professional supervision, appraisal and staff development.
• To ensure that individuals within the team are aware of and adhere to the Policies and procedures/guidelines
. To ensure the maintenance of up to date, accurate records that complies with local and national standards and local data collection systems.
• To perform recruitment and selection of staff for the team. To be responsible for induction and orientation programmes, this will include acting as preceptors for newly qualified staff.
Responsibilities include:

• Manages employee relations issues such as disciplinary, grievances cases.
• Enhance own performance by continuously developing own knowledge and skills by attending meetings and conferences as appropriate. Read relevant journals and other publications in order to continually update knowledge.
• Deputise for the Locality Clinical Manager as required.
Clinical
All parents and children should have access to, and understanding of relevant evidence based health and wellbeing information.
The post holder will be expected to:
• Ensure that the child health team delivers the Child Health Promotion Programme in order to improve health outcomes for children
• Demonstrate specialist skills by critically analysing, assessing and managing the health needs of complex family situations and safeguarding to reduce health inequalities.
• To undertake home visits in line with the lone working policy.
• To undertake the Common Assessment Framework and act as the Lead Professional for a family as appropriate.
• Work within the Safeguarding Children’s Board policy and procedures, prioritising attendance at Case Conferences, reviews and planning meetings. To be responsible for the provision of case conference reports and court reports as required, contributing to safeguarding of all children.
• Demonstrate partnership working with all agencies particularly Maternity Services, Children’s Services, General Practice, Children’s Centres and the Voluntary sector, to enhance integrated working and robust communication networks.
Clinical Governance-Health visitor
The Health visitor will contribute to the development and implementation of effective clinical governance arrangements to ensure that quality, risk management, and the clinical governance agenda are integral to the everyday business of Universal Services
• To contribute to the development of clinical policies, protocols and guidelines for Health Visiting.
• To act within policies to effect infection prevention and control within the Child Health Teams and Community.
• Adhere to processes that ensure client safety is paramount throughout Health Visiting.
• To ensure the consideration of client’s views whilst delivering the Child Health Promotion Programme.
• To participate in audit, across the child and family health teams to ensure services are clinically effective and providing best care and using available resources.
• To contribute to data collection for Standards for Better Health /Care Quality Commission across Health Visiting.
• Participate in the annual Appraisal system, to achieve the delivery of Children’s Services corporate and strategic objectives, with Personal Development Plans which inform requirements for the Children’s Services Training Plan
• To be the principal point of contact for allocated GP practices and Children’s Centres within area. To develop and deliver cooperative working arrangements with these services that support healthy outcomes for children.
• To promote and enhance health and wellbeing to children and their families through assessment, implementation of individualised health strategies and evaluation of care. (Choosing Health, Ch 1, Para 17, 2004)
• To identify and assess children 0-4 with complex health needs, offering an enhanced integrated service within the multi agency arena, ‘ enhancing equality and opportunity for them’, (Aiming High for Disabled Children, 2007)
SCOPE AND AUTHORITY
• To be responsible for the day to day delivery of the Child Health Promotion Programme.
• To demonstrate leadership and line management of Community Staff Nurses, Community Nursery Nurses, Health Care Support Workers and Clerical/Admin staff.
• To provide training and mentoring of students.
• To have safeguarding supervision at least every three months or as required.
• To meet with the Locality Clinical Manager at least 6 monthly to review objectives
• To adhere to the Clinical Supervision Policy and ensure clinical supervision is taking place to ensure safe practice.
• To represent the Children’s Division in a positive and professional manner at all times, particularly with all stakeholders.
• To input clinical data onto the CICS system within existing protocols.
• To contribute and support all staff in the ongoing development and implementation of all areas of the Clinical Governance agenda.
• To highlight any risks, adverse events or near misses to the Locality Clinical Manager and via DATIX
Health visitor
• To ensure that Children’s Universal Services are evidence based, policy/protocol driven and client centred.
• To work with a degree of autonomy and professional accountability within NMC Guidelines and to the Policies and Guidelines of Southern Health Foundation
• To liaise with other health and social care professionals in order to ensure partnership working and enhanced communication.
