The person in this position will be responsible for managing data for the Division.

Main responsibilities-IT Specialist Data Management

- Write and maintain a data management plan for the company that complies with NOAA and PRD data standards.
- Develop and implement a data versioning protocol for all data.
- Organize all data in the Program shares on the PRD data server.
- Develop programs to facilitate data processing and validation.
- Develop and maintain a metadata database for all company data.
- Develop and maintain a program to check data.
- Develop and maintain a database for data collection,

- Create GIS applications for data visualization.
- Write programs to facilitate data analyses.
- Help staff link their data to the company data.

Knowledge, Skills and Abilities-IT Specialist Data Management

Superior academic achievement:

If you are qualifying for this position based on Superior Academic Achievement (SAA), you must meet ONE of the following:
 1) CLASS STANDING - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled; OR 2) GRADE-POINT AVERAGE (GPA) - Applicants must have a grade-point average of (a) 2.9 or higher out of a possible 4.0 as recorded on their official transcripts, or as computed based on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR (b) 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum;
OR 3) ELECTION TO MEMBERSHIP IN A NATIONAL SCHOLASTIC HONOR SOCIETY -Applicants can be considered eligible based on membership in a national honor society recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. You must provide transcripts prior to the closing date of this announcement. Individuals must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to possessing the above competencies, applicants must have one year of specialized experience to qualify for this position. Specialized experience is defined as experience in data management, experience writing computer programs, experience developing databases, experience using geographic information systems, experience developing a protocol for versioning data sets, and experience writing a data management plan.
