The main purpose of this post is to co-ordinate the production of financial management information and advice to departmental managers.
To deputise for the Financial Services Manager in his/her absence as and when required.
To be responsible for the preparation of budget estimates (revenue) for a range of departments, and to advise the Financial Services Manager on any corporate issues relating to the budgeting process.
To assist the Financial Services Manager in producing the Annual Budget reports and Medium Term Financial Plan
To be responsible for the preparation of prompt, accurate and clear monthly financial monitoring and forecasting information, to support the Service Managers and Senior Management Team.
To assist managers (strategic and service) with the preparation of business plans, service plans and any new initiatives or strategies
To ensure that all departmental accounts are closed down in accordance with the year end timetable, that accounting standards have been complied with and adequate working papers are produced.
o To work closely with the Financial Services Manager to produce the Council’s Annual Statement of Accounts
o Representative (on an ad hoc basis) on inter departmental working parties or projects in respect of service co-ordination, service development, legislative changes and new initiatives
o Attend Committees of the Council where necessary to provide financial advice etc.
Fully qualified accountant member of CCAB – (CIPFA, ACCA, CIMA ACA)
Demonstrated by equivalent experience.

Experience of local government accounting

Working to and achieving tight deadlines
Experience in staff supervision
Able to present financial information to a variety of audiences
