Job Summary-Service Accountant job description

To provide full and professional management and financial accounting services and support to Directorate and Service Managers as directed.

Main responsibilities-Service Accountant

Co-ordinate the execution of budgetary control and monitoring by services and provide budgetary and financial advice to budget holders within agreed time limits and service standards.
To develop a good working relationship with, and to provide significant support, guidance and advice to, budget managers to assist in the delivery of value for money in the respective services.

To be proactive in the support given to heads of service in the preparation of the annual service/financial plan including adhering to strict deadlines.
Co-ordinate the preparation of budgets, including any related holding accounts whilst adhering to procedural deadlines.
Undertake the loading of the approved budget onto the Financial Management System and action subsequent budget transfers and / or virements in accordance with the council's financial regulations.
Co-ordinate and monitor the operation and reconciliation of control systems and accounts in order to maintain sound financial control.
Operate accountable bodies stewardship where appropriate by ensuring relevant financial constraints are observed.
Complete grant claims, government returns and statistical work associated with and relevant to the services being supported throughout the financial year ensuring relevant criteria is complied with and to strict deadlines.

Complete the final accounts in accordance with the appropriate accounting standards to agreed deadlines including the preparation of accounts required for outside agencies & other departments.

Provide calculations & notes to the accounts required to support the Chief Accountant in the production of the Statement of Accounts and provide full co-operation & assistance to Audit Commission during the audit period following closure of the final accounts adhering to deadlines provided.

Support the Finance Control Manager in the monitoring of the understanding and compliance with the Financial Regulations and financial elements of Standing Orders by service personnel.
Attend Directorate Management Team meetings to provide financial support & advice on current & developing issues and to report the current financial position of the directorate at any given time during the financial year.

Analyse and review the financial aspects and implications of decision making reports prepared by heads of service and directors for Cabinet and make recommendations accordingly.

Design & produce financial reports:

• In order to ascertain current financial position.
• To provide financial data required by services in order for budgets to be effectively managed & controlled.

Maintain an up-to-date knowledge of financial accounting and reporting standards in order to perform job requirements and support the Finance Control Manager by undertaking research into, and examination of, financial aspects of new / proposed legislation.

Liaise with other internal services (including Members) and outside agencies, including Government Departments,

Advise on value for money issues.

Be responsible for the management of junior finance staff, including supervision, management, development, and the setting and maintenance of standards of work.
Provide insolvency service for the Council.
Authorisation of financial transactions where necessary
To be responsible for the recruitment, development, and performance management of junior staff as allocated to the post.

Knowledge, Skills and Abilities-Service Accountant job description

1. Qualifications
• Fully qualified AAT or the equivalent
• Fully or part qualified CCAB Accountant or CIPFA Accountant or equivalent
• Commitment to continuous professional development

2. Experience
• Working within an accountancy environment
• Use of Financial Management Systems
• Of provding financial advice to management

3. Knowledge/ understanding
• A sound understanding of local authority finance, budget production and management accountancy.
• A proven record of success in financial administration and a clear understanding of budget control systems
• A sound and up-to-date knowledge of financial accounting standards and legislation
